The 19 th Conference of the Parties of the United Nations Framework Agreement on Climate Change – UNFCCC – will be held in Warsaw in Poland from the 11th to 22nd November 2013. It is a step towards reaching a successful agreement in 2015 that will include all countries. Such an agreement cannot be negotiated at the last minute, and needs to be the fruit of a two-year process.

At Warsaw the issue will be to provide a clear roadmap for 2014, and establish a timeline that sets out the steps in the period leading up to the 2015 Conference, and especially to reach an agreement on the nature and degree of countries’ commitments that lies at the heart of the future agreement for the post-2020 period. (I). This will imply gaining people’s support, showcasing existing initiatives, and providing the proof that a successful future is possible (II), as well as building trust.
